of the 14th instant 7.0.
With reference to your letter/No.771/1914, regarding
the proposal to effect an agreement with the French
Government concerning the Opium traffic of Kwangchauwan,
I am directed by Secretary Sir E. Grey to transmit to
you herewith copy of a letter from the India Office,

suggesting that an arrangement might be made with the
French Government by which the desired results might be
achieved without resort to the more cumbersome process
of drawing up a formal treaty.
Sir E. Grey is inclined to favour the alternative
proposed by the India Office and, subject to the con-
currence of Mr. Secretary Harcourt, he will instruct
His Majesty's Ambassador in Paris on the lines suggest-
ed by that Department.
